Rules for females
These Rules apply to all females resident in the Penneshaw Community and are binding upon all unless otherwise altered, amended or repealed by the Council.
The inclusion in these rules of certain rights and obligations is not to be construed so as to deny or disparage other rights and obligations.
The following general principles are the foundation of the Rules:
1. Females residing within the Community are the property of the males.
2. Proprietorship of the Community and its resources, and authority over females, is vested collectively in the adult males.
3. By residing in the Community, an adult female shall be deemed to have agreed to these Rules and to have surrendered her rights to her owner and to the Community.
4. A female resident in the Community is the property of her husband, or otherwise her nearest male blood-relative or the head of the household within which she resides.
5. Females shall not have the status or rights of citizens of the Community, and a female cannot be the head of a household.
6. In terms of rights and obligations, a female is equal to all other females and inferior to all males, irrespective of age.
7. An adult female shall be defined as a female who has attained the age of 18 years.

The Rules:

1.  A female shall not deny nor repudiate her status as the property of a male while she is a resident of the Community, nor shall she dispute or disparage the rights and privileges of all males.

2a  A female shall conduct herself in a proper and humble manner appropriate to her status as property.
2b  A female shall offer due respect, deference and obeisance to every male, regardless of his age or status within the Community.
2c  It shall be incumbent on the female to judge whether her conduct is appropriate for her sex; but it is not the prerogative of a female to determine what constitutes appropriate conduct.
2d  Failure to conduct herself in an appropriate manner shall not be excused or justified on the grounds that she was ignorant of what constitutes inappropriate conduct.

3.  A female shall not give orders or directions to a male; and she shall give orders and directions to another female only under the orders and/or the supervision of a male.

4a  A female shall obey the reasonable direction of any male resident except insofar as such a direction may be in conflict with the prior rights of her owner or may be a violation of the Charter and the statutes made under its provisions.
4b  It shall be incumbent on the female to judge whether her disobedience or failure to obey the direction of a male is justified under Rule 4a; and if she acts upon a belief that her action is justifiable, she shall report this immediately to her owner.
4c  It shall not be the prerogative of a female to determine what defines an unreasonable direction; but she may not use this provision to justify disobedience.
4d  Failure to obey the directions of a male shall not be excused on the grounds that the female believed her action was justified, if it is subsequently ruled that she was wrong in her belief.

5a  Within the jurisdiction of the Community a female shall always identify herself as the property of her owner.
5b  In public, an adult female shall address her owner as “My Lord and Master”, any other citizen of the Community as “Master” and any male not a citizen but within the jurisdiction of the Community, regardless of age and status, as “Sir”.

6.  Being property, of value to her owner and to the Community, a female shall not consume alcohol nor use any other recreational drug, including tobacco.

7a  A female shall not wear clothing deemed by convention or custom to be masculine attire, nor clothing that conceals or disguises her female sex.
7b  It shall be incumbent on the female to judge whether her dress is appropriate; but inappropriate dress shall not be excused on the grounds of mistaken belief.
7c  An adult female shall remove her clothing if ordered to do so by a citizen within the jurisdiction of the Community; and if for any reason she declines to do so, she must report her disobedience to her owner at the first opportunity.

8a  A female shall make herself available at all times for service to her owner and to the Community.
8b  A female shall not remain idle nor shall she engage in frivolous activities that do not provide pleasure and service to her owner and to other males in the Community.

9a  A female shall not discuss nor offer advice nor comment upon any substantive issue that is under consideration by the Council unless under instruction to do so for the purpose of serving the Community.
9b  A female shall not hold office in any agency or instrumentality, private or public, external to the Community, which may exercise authority over the Community or which has any business or other dealings with the Community, except on the direction of the Council.

10.  A female shall not leave the jurisdiction of the Community without the consent of her owner.


The following is a copy of the Constitution. I don’t remember if it is the final version or a draft.

CONSTITUTION OF THE PENNESHAW COMMUNITY

ARTICLE ONE: THE COMMUNITY
1. The name of the community shall be the Penneshaw Community, hereinafter “the Community”.
2. The Community is a body corporate, and its jurisdiction shall extend over all contiguous lands and properties entitled to the owners and leaseholders resident in the Community; but legal title shall remain vested in the owners and leaseholders.
3. Adult males permanently residing in the Community, and their male dependents, shall be citizens of the Community; and their rights, including ownership of property, shall be absolute and inalienable.
4. All females resident in the Community shall be the property of the citizens; and no female shall be a citizen or have the rights of citizens.
5. The residents shall be those citizens and females dwelling in the Community with the knowledge and consent of the governing authority of the Community, which shall be the Council; and no person shall be permitted to visit the Community without the prior consent of the Council.
6. A citizen shall not be expelled except by a two-thirds vote of the Council; and a citizen who is expelled shall be entitled to remuneration as set out under the terms of the contractual agreement establishing the body corporate.
7. A female shall not reside in the Community except within the household of a citizen, who shall be her owner; or else she shall be the collective property of the citizens; nor shall a female leave the jurisdiction of the Community without the consent of her owner.
8. Residents shall pay to the Community such rents and fees as are levied by the Council, and shall render such services as the Council may require.
9. Residents shall not communicate to any person or organization outside the Community any information regarding the Community or its residents without the permission of the Council.

ARTICLE TWO: GOVERNMENT
1. The Community shall be governed by a Council, which shall exercise its powers as the governing authority of the body corporate; and it shall have the power to
(a) legislate on matters pertaining to the Community and its residents,
(b) enforce the statutes, and exercise judgement and impose such penalties as it deems necessary and appropriate for breaches of the statutes,
(c) requisition such resources as are required to provide for the effective management of the Community and for the welfare of its citizens, and
(d) appoint such officers and agents as it deems necessary for the management of the Community and its resources, who shall be paid a remuneration determined by the Council.
2. All adult citizens shall be entitled to vote in the Council; and citizens who are not adults shall be entitled to take part in deliberations of the Council but not to vote; and a quorum of two-thirds of the voting members shall be required for the conduct of its business.
3. The Council shall determine its own powers, agenda and rules of procedure; but its presidency shall be rotated among the voting members; and decisions of the Council shall be made by a majority vote of the members present.
4. Statutes enacted by the Council shall be binding upon all adult residents and visitors, whereas a juvenile shall be subject to the authority of the Council only with the consent of his or her legal guardian.
5. A female shall not take part in the deliberations of the Council, nor shall she discuss or offer advice or comment upon any substantive issue that is under consideration by or subject to the deliberation of the Council.
6. Females shall be subject to the summary authority and judgement of the Council and shall have no right of appeal against its decisions.
7. A female shall not hold or seek elective government office external to the Community, nor hold appointed office in any government instrumentality which may exercise authority over the Community or which has financial or other dealings with the Community; nor shall she vote in elections at any level of government.
8. Neither the Council nor any person acting under its orders shall be held liable in a court of any jurisdiction for any act undertaken in the course of lawfully discharging an official duty.
9. No resident shall be entitled to appeal against a decision of the Council to any judicial authority external to the Community; and a resident who brings such suit shall be deemed to have voided his or her residence and to have abrogated all rights and privileges pertaining thereto.

ARTICLE THREE: PROPERTY
1. A female shall be the property of the citizen in whose household she resides; but she shall not be sold, traded, bartered, bequeathed, confiscated or offered as collateral.
2. A female shall not deny nor repudiate her status as the property of a male while she is a resident of the Community, nor shall she disparage the rights and privileges of the male owners of female property.
3. A female who is disowned or repudiates her owner shall be expelled from the Community; and upon her expulsion she shall be entitled to remuneration as set out under the terms of the contractual agreement establishing the body corporate; but if her owner renounces his ownership and consents to her remaining in the Community, she shall become the collective property of the citizens until or unless she becomes the property of a citizen.
4. A female who abides within the jurisdiction of the Community, but is not a permanent resident, shall not be property except as a consenting adult; but she shall respect the laws and customs of the Community in her actions, her demeanour and her words.
5. A female resident shall own no property, nor shall she have an income; and any income or possessions a female has upon taking up residence in the Community, or which she may subsequently acquire, shall be the property of her owner.
6. A female shall not make or sign any legally binding agreement or contract while she is a resident of the Community, except with the consent of her owner.
7. A juvenile female shall not be removed from the authority and jurisdiction of her legal guardian.
8. The Council shall have the power to co-opt the services of a female for its purposes; and any remuneration shall be paid to her owner.
9. The priority of local, state and federal laws shall not be interpreted as to deny or negate the ownership by a male of his female property, nor to relieve a female of her obligations as property.

ARTICLE FOUR: HOUSEHOLDS
1. A household shall contain persons of both sexes and at least one adult, male or female.
2. The eldest male resident in a household shall be the head of that household, and the females in that household shall be his property.
3. A female who is the collective property of the citizens shall be assigned to a guardian nominated by the Council and shall reside in his household.
4. A female shall identify herself at all times, in all correspondence, conversation and other communications within the Community, as the property of the head of her household; or if she is the collective property of the citizens, as the property of the Community.
5. The head of each household shall be responsible for the welfare and discipline of the females under his authority.
6. If the head of a household has not attained the age of eighteen years, the females in the household shall be assigned to a guardian, who shall be an adult citizen nominated by the Council and who shall advise and assist the head of the household in matters pertaining to the welfare and discipline of his female property.
7. In the absence of the head of the household, the eldest male shall be responsible for the household; but if there be no other male, the females of the household shall be assigned to the guardianship of an adult male citizen nominated by their owner, or otherwise by the Council, for the duration of their owner’s absence.
8. No female shall be the head of a household.
9. A female shall not be placed in a position of authority over a juvenile male without the active supervision of an adult male.

ARTICLE FIVE: RIGHTS AND OBLIGATIONS
1. By virtue of her agreement to reside in the Community, an adult female shall be deemed to be property and to have surrendered all of her rights and prerogatives, including those as shareholder in the body corporate, to her owner.
2. A juvenile female shall be property, but she shall retain all of her rights in civil law and custom until her eighteenth birthday; whereupon, if she elects to reside in the Community, she shall surrender such rights to her owner.
3. A female shall conduct herself in a proper and humble manner appropriate to her sex and her status as property, and she shall offer due respect, deference and obeisance to all males.
4. A female shall obey the reasonable direction of any male resident, except insofar as the direction may be in conflict with the prior rights of her owner or a violation of the statutes of the Community.
5. A female shall be held liable for her failure to obey the direction of a male if the grounds upon which she justified her disobedience are subsequently deemed to be unfounded.
6. Being property of value to her owner and to the Community, a female shall not consume alcohol nor use other recreational drugs, including tobacco.
7. A female shall not wear clothing deemed by convention or custom to be masculine attire, nor clothing that conceals or disguises her female sex; and an adult female shall remove her clothing if ordered to do so by a citizen within the jurisdiction of the Community.
8. A female shall make herself available at all times for service to her owner and to the Community.
9. A female shall not give orders or directions to a male; and she shall give orders and directions to a female only under the orders and/or supervision of a male.

ARTICLE SIX: ENACTMENT
1. This Constitution shall become effective upon ratification of the whole by an absolute majority of the adult citizens as defined herein.
2. Following ratification, this Constitution shall not be altered, amended or abridged, in whole or in part, except by the vote of two-thirds of the adult citizens.
3. This Constitution and all statutes made under its provisions shall be binding upon all persons residing within the Community or visiting the jurisdiction of the Community.
4. The enumeration in this Constitution of certain rights and obligations shall not be construed or otherwise interpreted in any way as to deny or disparage other rights and obligations.
